Reports from Emirates News Agency confirmed that despite consistent multi-year employment growth within the regional tech sector, the EU is projected to fall short of its ICT target by 5 million workers. The Eurofound report, titled IT Sector in Focus: Evolution of the EU Digital Workforce, highlighted that most European nations’ education and vocational training systems are not keeping pace with current and future enterprise demand for advanced digital skills. As a result, businesses across the bloc increasingly depend on recruiting skilled labor from outside the EU to fill significant staffing gaps.

Despite this looming deficit, overall employment figures within Europe’s digital industry have shown considerable growth over the past decade. Eurofound’s data reveals that the number of ICT specialists in the EU rose from 5.6 million in 2011 to 10.3 million in 2024, an 81 percent increase overall. During the same period, ICT professionals’ share of total employment in Europe grew from 3 percent to 5 percent. Nevertheless, annual growth rates of 7 to 8 percent are still insufficient to bridge the gap needed to reach the 20 million target set by policymakers by the end of the decade.
Significant disparities in digital employment persist among individual EU member states. Eurofound’s report indicated that in 2024, ICT specialists made up 8.6 percent of total employment in Sweden, 8 percent in Luxembourg, and 7.8 percent in Finland. Meanwhile, digital professionals represented only 2.5 percent of the workforce in Greece and 2.8 percent in Romania. Growth patterns also varied widely across the region; Estonia more than doubled its ICT workforce proportion from 3.4 percent to 7.2 percent between 2011 and 2024, whereas some countries experienced minimal increases over the same period.
Educational Shortfalls Contribute to Dependency on External Talent
Surveys conducted across the bloc revealed that 57 percent of European firms seeking to fill open IT roles faced severe recruitment challenges in 2024. The most critical shortages are concentrated in senior engineering roles and specialized tech fields like cybersecurity, artificial intelligence, generative AI, and cloud infrastructure. To bridge these gaps, many technology companies have expanded their search internationally, increasing the share of ICT specialists born outside the EU from 9.2 percent in 2021 to 11.9 percent in 2024.
Gender imbalances continue to limit the overall capacity of the EU’s digital talent pool. Eurofound’s data shows that women accounted for less than one in five ICT specialists across all 27 EU member states in 2024, with a 19 percent share. Additionally, gender pay disparities in the broader ICT sector approached 20 percent in 2022, surpassing the economy-wide average of 13 percent. Researchers note that the underrepresentation of women restricts European industry’s access to nearly three-quarters of its potential digital workforce, hindering diversity in technology development.

The report underscores that while ICT roles typically offer above-average pay, advanced skills, and high-quality employment, these factors alone cannot resolve the structural labor shortfall. With the EU projected to miss its 2030 ICT employment goal by 5 million, analysts emphasize that bridging the gap will necessitate strategic policy measures focused on expanding domestic education and easing intra-EU mobility.
